I vote for the goat;it gets my goat that some won't

One of the common (and, in my humble yet accurate opinion, legitimate) criticisms of welfare programs is simply giving them dollar after dollar does nothing to encourage them to work or create a self-sustaining life. Instead, if they are relying on my money today, they will be tomorrow as well, nor is there any motivation for them to do anything themselves.

Of course, if they are expected to work, to produce, to become productive members of society then that causes other people to complain about that. I have, over the years, read numerous attacks on the Republicans as a party for not caring about people because they think sitting around smoking, drinking and popping out babies is not worthy of being given moeny month after month while another branch of writing criticizes the Democrats as a party for not caring about people because they actively oppose programs which seek to give people a means to make their own living instead of sponging off of the working people.

I always laugh when I see a program that works, that gets people off the dole and allows them to make their own living...that other people then complain about because of "image problems". For instance, what if instead of being given money every month you could make your living with goats you were given? If you are anything like me, you would probably complain because, despite the proven track record of the program, you are not allowed to eat the goats.
