Uhm...exactly how do you CONTROL a killer?

Best newspaper headline in quite some time:
Desperate police admit strangler is out of control
Really? He is out of control? What was your first clue...his killing people? You having no clue who he is, how he killed, or even IF some of the people have been killed? And you think he is out of control?
What exactly consists of a killer IN control? When you know who it is doing the killing, who he is going to kill next, how, and when...but choose to arrest him AFTER he commits the crime? When you are doing the killing yourself? I guess I am a little confused here.
Of course, I also find it ironic that 1 of 5 (potential) killings was done via strangulation yet he is referred to as a strangler exclusively. Well done.
