Here is a two word answer that would let the United Nations be something effective instead of just being a punchline: overwhelming force.
Accepting the ruling to not fly just shows how stupid the U.N. concept is, how insignificant, how pointless, how counterproductive, how ludicrous...just saying "play nice" does nothing. Rolling 10,000 tanks in between the countries might make a difference.
