He is talking about a dispatcher who probably gets dozen of non-dangerous calls every week. Check the statistics. He is talking about someone about to send the most dangerous criminals on the street...err, I mean the police to a scene. it is a good thing he did not use hyperbole. I hope he loses this case badly.

Reminds me of one I heard about a little while ago. A dispatcher got a call from a woman saying that her children were fighting and that she wanted the police to come. The dispatcher asked her what the police should do. She was unsure so he said, "I mean, we could shoot them..." She didn't find that amusing. If I was her, I wouldn't either. Of course, if I was her I would be a moron but anyway...
