There are lots of times the wrong people get blamed for the ills of society. For example, often women are blamed for it. As Margaret Atwood pointed out in The Handmaid's Tale, women are treated as escape goats.

This thought process might cause the infectious spread. We must control them in case an academic breaks out in which, because they are escape goats, women are shunted to not being able to drive, but instead are always sent on the railroad.
