Imagine the scene. You get off the train, you are tired, you are still 2.5 miles from home....and lo and behold, someone left their car running just ahead of you. Hey, good news...it is a cop car. Aren't they there to "protect and serve"? So of course you decide to drive it home.
Sure, it took them 15 minutes to catch up to you at your home and you saved yourself a walk...I imagine the booking process took a little bit of the energy you saved, though....I suppose it could be unclear why they would think it was theft...

Okay, the guy is an idiot. But what were the cops thinking leaving the patrol car running. Sure they have tracking systems, (at least if Japanese patrol cars are equipped similarly to their American counterparts) but those can be disabled and besides, wouldn't it be better to just turn the car off and take the keys with you thereby avoiding the theft to begin with?
