How voting is done

This article leaves a few questions unanswered. For example, who decides what is decent and what is indecent? How is it that "the expletive for excrement" is indecent but "excrement" is decent? Why is it unacceptable to use a word for dietary waste products, yet to take the name of God in vain is perfectly acceptable...and I am willing to bet that certain other words that might be "unacceptable" are perfectly fine if you use the euphemism...which means the same thing.
I found it interesting that when complaints are declining 86%, fines are rising in both quantity and amount. Maybe it would be better if instead of complaining but continuing to watch, people voted with their remote and changed the channel. That would actually accomplish something. Instead of coercing people into changing something you don't want changed (the rather hypocritical message sent by complaining about something you continue to do), try changing yourself.
