One of the great things about sports is the rest period. After a spurt of activity you have some time to recuperate and get ready for another run at it. Of course, when those rest periods occur is pretty closely regulated.
One can only assume some people think those time-outs apply to other parts of their life. For instance, there was that guy in the Phillipines who got tired after he stole a couple cell phones and got into a foot chase with the police. It went on for about 500 meters, he got tired, so he did what any sensible person would do...he called time-out! Hard to believe he got caught...
