Imagine the situation. You are in your golden years, 79 years old. You enjoy working in your garden. One day there is a horrific storm. The nearby beach has large amounts of its ocean front sand property blown into your garden. Being a good citizen, you try to return the sand...and are threatened with jail and a huge fine for polluting the beach.
Because, you know, the sand didn't belong there.
