I think it says a lot about the status of lawmaking everywhere that the police would say, "We don't know if it's a criminal offence or a prank. If it's a prank, please tell us."
And if we don't tell you, is it then a crime? Which crime? Littering? I may not probe that one too much further...

Anytime you're not sure whether something is a crime or a prank, you need to take another look at your laws. Because if they are too nebulous for officials to be certain of, how are everyday citizens supposed to understand them?
